Cold Wave Impact Assessment on Livestock (UN-FAO)
In 2023, the Services of Women Relieve Center – Afghanistan (SWRCA), in collaboration with the Food and Agriculture Organization of the United Nations (FAO), carried out a cold wave impact assessment on livestock in Farah Province. This initiative was part of SWRCA’s ongoing commitment to supporting rural livelihoods and strengthening community resilience against natural shocks.
Objectives

To understand the impact of severe cold weather on livestock health and productivity.

To collect evidence-based data that informs emergency response and long-term recovery planning.

To support decision-making processes for livestock protection and community resilience-building.
Activities

Household Data Collection: SWRCA teams conducted structured surveys with more than 1,200 households across Shibi-Koh, Koh-Pusht-e-Koh, Pusht-e-Rod, Golistan, and Farah Center.

Community Consultations: Focus group discussions were held with livestock owners, farmers, and community leaders to capture qualitative insights.

Data Analysis: Findings were systematically analyzed to identify key patterns in livestock losses, resource gaps, and coping mechanisms.
Achievements

Collected and validated comprehensive livestock-related data at the household level.

Provided a clear picture of cold wave–related challenges, such as high livestock mortality rates, fodder shortages, and limited veterinary services.

Produced evidence that directly guided FAO’s resource allocation and program planning in affected areas.
Impact
This assessment enabled humanitarian actors, including FAO, to design targeted livestock support programs that addressed the most urgent needs of affected households. The findings helped communities recover more effectively from cold wave shocks, protected household assets, and contributed to safeguarding livelihoods dependent on livestock.
SWRCA’s role in this project highlights its dedication to empowering vulnerable communities, strengthening resilience, and supporting evidence-based humanitarian and development responses across Afghanistan.
