Anti-Corruption /Anti-Fraud Guidelines
At the Services of Women Relieve Center–Afghanistan (SWRCA), we uphold a zero-tolerance policy against fraud. We do not tolerate, under any circumstances, the misuse, diversion, or misappropriation of resources intended to support our programs and serve Afghan communities—including women, children, farmers, herders, returnees, IDPs, and vulnerable groups.
Our Commitment to Integrity
All SWRCA staff are dedicated to the highest standards of honesty, professionalism, and efficiency. The interests of SWRCA and the communities we serve must always come first. All resources entrusted to us must therefore be used responsibly, transparently, and in strict compliance with SWRCA’s policies and procedures.
What is Fraud?
Fraud is any intentional act by management, employees, or third parties that results in misrepresentation, misuse, or misappropriation of resources.
Examples of fraud include:

Manipulating, falsifying, or altering records or documents.

Misappropriating or stealing assets.

Suppressing or omitting transactions from official records.

Recording transactions without genuine substance.

Misapplying accounting or financial policies.
Common forms of fraud:

Submitting false claims for financial benefits (e.g., fake travel or rental expenses).

Collusion with contractors or third parties, including fake bidding processes.

Misrepresentation, such as falsified appraisal reports or certificates.
Responsibilities of SWRCA Staff
Every staff member and representative of SWRCA has a duty to safeguard organizational resources and protect the communities we serve. This includes:

Avoiding all forms of fraudulent activity.

Complying fully with SWRCA’s internal policies and procedures.

Reporting immediately any weaknesses in internal controls.

Escalating without delay any suspicion of fraud, waste, or misuse of resources.
