Advocacy for Community Solidarity & Good Governance Project (UN-Habitat)

From 2017 to 2018, the Services of Women Relieve Center – Afghanistan (SWRCA), with support from the United Nations Human Settlements Programme (UN-Habitat), implemented the Advocacy for Community Solidarity & Good Governance Project in Farah Center. The initiative was developed in response to growing demands for stronger accountability, inclusive decision-making, and improved local governance structures.

The project recognized that sustainable development requires both informed communities and transparent governance systems. By strengthening the knowledge and capacity of local leaders and community representatives, the project created an enabling environment for trust-building, civic participation, and effective service delivery.


Objectives

  • To enhance the capacity of community leaders on good governance principles, including transparency, accountability, and citizen participation.

  • To strengthen community solidarity through collective dialogue, trust-building, and cooperation.

  • To empower citizens, particularly marginalized voices, to participate in decision-making processes.

  • To promote inclusive and sustainable governance practices that support long-term development.


Activities

  • Capacity Building Trainings: Trained 270 community leaders (men and women) in governance principles, transparency, accountability, and participatory decision-making.

  • Community Awareness Sessions: Conducted advocacy meetings and awareness campaigns to highlight the importance of community participation in governance.

  • Dialogue Platforms: Established safe forums where citizens could openly discuss local governance issues, share concerns, and propose solutions.

  • Institutional Linkages: Facilitated stronger collaboration between communities and local authorities to ensure responsiveness and accountability.

  • Monitoring & Follow-up: Provided regular mentoring and oversight to track progress in the adoption of good governance practices.


Achievements

  • Leadership Strengthened: 270 community leaders improved their knowledge and practical skills on principles of good governance.

  • Community Solidarity: Increased trust and cooperation among communities, leading to stronger collective action for shared challenges.

  • Citizen Empowerment: Enhanced the role of citizens—especially women and marginalized groups—in local decision-making processes.

  • Accountability Improved: Local leaders began adopting more transparent and inclusive practices, leading to stronger community trust.

  • Sustainable Development Foundations: Created an enabling environment for long-term governance reforms and community-driven development.


Impact

The project played a vital role in transforming governance culture in Farah Center by bridging the gap between communities and local authorities. Community members reported greater trust in their leaders, while leaders gained practical skills to manage governance processes with integrity and transparency.

By promoting citizen participation and empowering local voices, the project contributed not only to stronger governance but also to more resilient, united, and inclusive communities. The strengthened culture of accountability and collaboration laid the groundwork for sustainable development in Farah Province.
